What area of New Blood are you suggesting this for?
ZS
What is your suggestion and how will it work?
My idea is to add an item to ZS store called panic. Buying the item would cause an automatic respawn of all players 3 seconds before the start of the next round.
Alternatively there could be added a similar item called votepanic that would start a poll on whether the panic mode takes place the subsequent round.
Votepanic could replace or coexist with panic.
What are the advantages of your suggestion?
Panic mode rounds are quite rare and possible only if there's a staff member present online (they have to summon players manually). This could let anybody (who has enough money to afford it) to spice up the gameplay a little bit.
What are the disadvantages of your suggestion?
They might exist some maps where panic mode performs poorly (although I can't think of any right now). It's possible to abuse panic by queuing such maps with queuelevel.
I would rather avoid allowing panic to be a store item, mainly because of the second point you raise. Some maps just aren't made for panic, yet if we allow people to queue a panic round then they could potentially queue a map without knowing what map is being played next round, meaning it could occur on maps where panic would be detrimental to the round. It could also be bought purposefully to end someone's human streak. I'd rather leave it in the hands of the staff to avoid this, and also because panic was never really meant to be a regular occurrence. As for maps where panic would be poor, any parkour based map would almost always fail in a panic round.
Well, then every map could be marked as suitable or unsuitable for panic mode. A map creator would suggest what the panic setting for their map should be, but the staff member who accepts the map would make a final decision whether the panic mode is enabled. In case the map played next round wasn't suitable for panic mode, the player who queued panic would get a refund. By default all the maps currently accepted could be marked as not suitable for panic and then the suitable ones could be chosen manually or by a poll / requests.

Only a select few maps are suitable for panic - the ones I can think of are nothing and sundial. We don't think this is enough to warrant development for a panic system and instead prefer to keep it in staff control.
