What is your suggestion and how will it work?
Add an item that would clear /ll to the store. A player could do /buy clearLL which would erase the last 20 loaded maps from LL. This means that players could then queue whatever maps they wanted and not wait 20 rounds to play their favourite map again. Such a powerful item should be priced very highly, something like 1000 BBs or 1500 BBs.
What are the advantages of your suggestion?
It is exciting. It gives players a reason to spend their money instead of hoarding it. It will make players more excited to play the game (people lose interest quite quickly if their favourite maps are in /ll)
What are the disadvantages of your suggestion?
It may be abused. This could be counteracted with a cap on purchases every day.

I guess that this item could be useful if someone played a map that they usually would have enjoyed but due to various circumstances (perhaps if they were selected as first zombie) the round didn't go as well as they hoped they would. They also may not have the time to wait twenty rounds to queue it again.
The problem with clearing last levels is that ALL twenty levels are cleared, which means that as long as one player purchases this item, anyone else can queue one of twenty levels and we could end up with a repeat of the last twenty levels played again. I would suggest replacing this with something like /buy queuelastlevel which is more expensive (say, 500 rather than 150) and is capped at once per day per player. This allows only one particular level to be queued again, not all twenty. This item would also need to have a restriction of not being able to queue a recent level that has already appeared twice in /ll to prevent a group of people taking turns to spam one single map over and over again.
In addition to what Sub said, implementing it could mean other maps are played less. Including trial maps. It would also risk less variety in the queue
