Remove the "bad" secret make the beginning a bit easier and voilà a perfectly playable map that many people would want back.
I don't see as to why sky_pillar was removed when other (worse & generic) maps are simply modified and but back on rotation.
The same could've been done for sky_pillar, easily might I add. 3 blocks of modification would be all it would take. (2 blocks for the spawn secret, 1 extra block to make the beginning not impossible).
Additionally the rules were changed seemingly specific for this map's removal. Was lowered from a required 75% to 67% putting sky_pillar a mere 3% above the threshold.
Doesn't seem very just to me, as the map wouldn't have been removed in the first place without the modifications to the rules coupled with the fact that its fix is a mere 3 blocks. Much less than the many other maps that were simply modified and but back on rotation.
If you wish for the map to be re-added, please forward to the Map Requests Board in proper accordance to the Template. I do not have permission to lock or move the thread, but bear in mind this "suggestion" will be denied regardless.
I personally do not agree that your "3-block fix" will resolve the overwhelming dislike for the map; while yes it will eliminate a major design flaw of the map it may not sway the opinions of the 70% that voted for its removal - even without reducing the required threshold for the poll to pass, there would still be considerable support for the map to be removed regardless.
As for the threshold suddenly changing, it was a conscious Administration decision. It was totally not an unjust move, and it is done mainly to pave the way for future polls to also have further reduced thresholds in order to clean up the slowly filling map list in accordance to what the majority of voters think.

As Chero has explained, you need to create a Map Re-Addition request. Will deny this as a suggestion for now.
