Zombie customization for Player's P.O.V.'s and Maps

Extended version of my idea i had:
what if you could configure zombie's skins like configuring texture packs just for your own view? and maybe for zs maps, the map makers can have a option to setting the zombie skins (not models obviously) like setting the texture pack for zs maps, let me explain properly

So when players wants to set the zombie skins in their view, like players want to set a texture pack on, they would have to buy a item zombieskin from the shop and put the url of a classicube skin onto it, once done the player can be able see everyzombie with the skin they've just setted on, however this comes in a small fee of 50-75 bbs in shop, this only affects you only and not everyone else.

but however, for map makers who want to change the skin for their realms, it comes free for them but (idea that maybe changed starts here) they have to follow strict rules and have to get a staff member to approve (idea that maybe changed ends here), the zombie skin, along with the texture pack (if applied into) can affect everyones view and changes everyones custom zombies into the map's chosen zombie skin
hope this made kind of sense

eh, i think it would be costly and that for map makers it wont really be enough to flesh out zombies and fit into their maps without editing the zombie model's looks (not meaning it as "changing hitboxes")
