Not really Mark, because the queued map would be in the map vote so it would be exactly equal, time-wise, to how it currently is, except one of the maps in the vote is a queued one. Furthermore, bad maps are more of a benchmark rather than maps meant to be played. They're there so that future maps will be better than the worst maps, and will eventually replace the bad maps. There's a reason why more than half the maps are rarely ever played. Most people prefer other maps, therefore the bad maps either have to be updated and improved, or another map will take its place. But then the bad maps also have to actually be replaced, which they currently are not being, therefore although there's good maps, there's also a bunch of bad maps that occasionally clog up the map vote, leading to a round where some people just leave, some go AFK, etc.

Then it's another problem - why should I spend 50 bloodbags if I know that the vote-queued map will be put within other maps to vote for the next round? The most I can give is more like 30-40 bloodbags, because I won't see 50 bbs spent wise. And I'm not talking my maps, no - I'm talking about queueing other maps, that might be voted out on the grounds of simply trolling.

That was quite the discussion we had. We've ultimately decided to implement /buy votelevel which nominates a map for the end-of-round map vote for a cost. I hope this resolves most of the concerns that people had.
As this is closely related to the original suggestion, consider this accepted!
